Following the 2008 port reform, the three autonomous ports on the western coast of France (Dunkirk, Le Havre and Nantes-Saint-Nazaire) became “Grands ports maritimes” (GPM). While their institutional governance subscribes to a general model, we nevertheless observe local specificities. More than the institutional dimension, the paper will analyse the decision-making mechanism and the structuring of local leaderships according to the representations of the main involved stakeholders of the three port cities. To this end, their representatives were interviewed in a serie of consultations aiming at comparing the port-city governance processes in each territory. It thus appears that the high degree of dependence on the state seems common to all three configurations. In this context, the elected leaders lead a multiscalar governance where central, deconcentrated and decentralized powers intermingle. While their games and strategies vary in the three studied case, this dynamic encourages a relationship between local power and port authority that remains unstable. Likewise, while the context of port decentralisation increases the power of the Region, it is still poorly identified by all the interviewed stakeholders. For their part, the industrial and port companies manage, more or less depending on the context, to be recognised by the institutional partners. Tensions between port authorities and port workers’ unions are added to this public/private mistrust. They vary in form and intensity according to the places studied. Finally, “away” from this governance, shipping companies seem to play a relatively solitary role. Lire plus
